What is the Community-Based Organization (CBO) Partnership Initiative?

The goal of the County’s Community-Based Organization (CBO) Partnership Initiative is to explore what the County can do to be an outstanding partner to the CBO community.

How can the County do that?

Improve the ability of CBOs to obtain contracts within the County of Sacramento

Improve the ability of CBOs to successfully manage grants and invoicing with the County of Sacramento

To support CBOs in achieving greater impact with those they serve.

Why is the County doing this?

Underserved populations have historically experienced a lack of distribution and access to resources and opportunities, like employment, housing, education and quality healthcare.

When did the work begin?

After the County identified the need to become an outstanding partner to the CBO community, the next step was to partner with Sacramento State’s Institute for Social Research (ISR) to conduct a landscape study of local CBOs.

The goal of the study was to identify barriers to partners with the County and to learn how the County can actively support CBO capacity building.

What are the next steps?

RFP Process Improvements:

  • Use same RFP platform county-wide for consistency
  • Create standardized application instructions
  • Create training programs and videos for County staff and CBOs

Contract Process Improvements:

  • Create a checklist detailing contract requirements
  • Create CBO-specific contract template for consistency
  • Develop CBO orientation/training videos on contract and funding requirements

Payment Process Improvements:

Communication:

  • Create opportunities for CBOs to network
  • Create a CBO-dedicated webpage to:
    • Host links to capacity-building resources
    • Host training video on County processes
    • Highlight CBO work in the community
    • Host links to capacity-building resources
